City Council Highlights

Councilmembers in attendance were: Eric Peters, Ryan Heineman, Chris Riley, Dan Specht, and Shanna Stewart.

The Consent Agenda contained 23 items and passed 4-1.

Council Business included three cases.

The first Council business agenda item was “Adopt Resolution #26-229 Accepting Proposals and Awarding Contract for Municipal Wells #9 and #10 Well Siting Assessment.” The City of Ramsey has 8 existing municipal wellfields. In 2021, a Feasibility Study recommended adding additional well sites by 2040 to keep pace with anticipated growth in municipal water demand. The siting assessment will be used to identify locations for future well sites. A consultant would assess and test 2-4 preferred well sites based on aquifer and geologic data evaluations, and all costs for the first phase of the assessment and the test holes/wells will be paid for from the water enterprise fund. The motion was unanimously adopted by the Council.

The second was “Adopt Ordinance #26-18 Amending Chapter 117 (Subdivision Code) Pertaining to Streets.” The City Council introduced this ordinance at its October 13, 2026 meeting and returned on October 27 with updates and clarifications. The amendment repealed Subsection 117-614(c)(7), which stated that the maximum length of the cul-de-sac street shall be 600 feet. Section 117-614(c)(11) added that street rights-of-way shall not be planned in a way that would cause hardship to owners of adjoining property or limit their ability to subdivide. In addition, sections 15 and 16 were added so that all roadways conform to the design provisions of the Minnesota State Fire Code.  The adoption passed four to one.

The third was “Adopt Ordinance #26-16, Amending Chapter 106 (Zoning Code) and the COR Framework Pertaining to Streetscaping and Bulk Standards in the COR Zoning Code Districts.” The land use updates were presented at a Public Hearing at the July 23 Planning Commission meeting, introduced by ordinance at the August 10 City Council meeting, adopted at the August 25 City Council meeting, and adopted by motion at the October 13 City Council meeting. The ordinance was adopted unanimously.
