The City of Ramsey outsources utility billing through OPUS21. Bills are sent quarterly (January, April, July, and October) for one or more services, depending on your location: recycling, stormwater, street lights, sewer, water, and water testing. If you have questions about your bill, please refer to our Frequently Asked Questions or contact OPUS21 at 763-576-4343 or 1-888-228-2136 between 7:00 a.m. and 7:00 p.m., Monday through Friday.
The City of Ramsey offers a fast, easy, and secure online utility billing and self-pay service that allows you to view and pay your City utility bill. For more information, refer to Online Billing & Self-Pay Frequently Asked Questions.

Please be aware that, as the property owner, you are responsible for all fees and services at this address until the property is transferred to a new owner. If you choose not to pay for these services now, they will be assessed to your property taxes.
New property owners should note that if they are purchasing or have recently purchased a home within the City of Ramsey, they may want to verify that the previous owner paid the final utility bill. Any outstanding utility bill (water, sanitary sewer, stormwater, streetlights, and recycling) will be certified to your property as a special assessment. If your property has an outstanding final utility bill, you may want to contact your title company to determine if any funds were held in an escrow account.
The property owner is ultimately responsible for city services. Landlords can request that a secondary copy of the renter’s bill be sent to them so they can monitor that the bill is being paid.
State Statute (444.075) allows the City to certify to the property taxes any outstanding utility bills as a special assessment. Certification occurs in November each year for delinquent utility bills.
If you are filing bankruptcy and wish to have your city services listed as part of the bankruptcy filing, you must list the City of Ramsey as a creditor on the filing.
If your home is in foreclosure, the city services remain your obligation until the financing company takes possession of the property. Please ensure that you remind your financing company of this.
