Pavement Management Program

On July 16, 2020, the City completed a pilot project using a maltene-based product called Reclamite on Ute Street between Alpine Drive and 154th Lane. Unlike traditional sealcoats that work from the surface, Reclamite penetrates pavement pores to seal from within. This rejuvenator is typically applied to pavements aged 1 to 3 years, but has also been effective on streets up to 10 years old. The City will monitor this project and may propose larger-scale initiatives in the future, following the successes of other local cities.

The City of Ramsey, which maintains over 185 miles of paved streets, is in the sixth year of its long-term Pavement Management Program (PMP). The PMP aims to manage pavement maintenance effectively to extend its lifespan. Under proper management, new pavement sections can last at least 60 years. Key operations include.

Prevents water infiltration through cracks, affecting about 25 miles annually

Suspended Sealcoat Program

The City has halted its sealcoat program due to pavement damage known as “pavement stripping under sealcoats.” This damage has increased with more freeze-thaw cycles and will require further exploration of cost-effective repair methods.

Overlays

Annually, the City overlays up to four miles of pavement to enhance structural capacity.

Reconstructions

Up to two miles of severely damaged pavement are replaced each year. The proactive pavement management schedule includes crack sealing three years post-construction, overlays after 20 years, and reconstructions after 60 years. Actual conditions may adjust this schedule, and pavement ratings are assessed annually using the PASER system, which ranges from 1 (failed) to 10 (excellent).
