Rental Housing Licensing

The City of Ramsey’s Rental Housing Licensing Program conducts property inspections and has a crime-free housing component. These inspections will review the interior and exterior of properties to ensure they meet the minimum standards set by the City and the International Property Maintenance Code.

The inspections have three benefits.

1. They ensure community members living in rental properties have a living environment that meets standards.
2. They help neighborhoods with rental properties by requiring yard and exterior maintenance to ensure the entire neighborhood is kept up. 
3. They provide the investment property owner with a documented record of the property's condition to assist them with potential lease violations related to property damage.

All residential rental properties in Ramsey are required to be licensed annually. Single-family dwellings are inspected every three years, and multi-family dwellings are inspected annually. 

Property Maintenance Code

Property maintenance is guided by the Rental Licensing Code, Zoning Code and 2021 International Property Maintenance Code (IPMC). The IPMC regulates exterior and interior maintenance for all properties.

The Minnesota State Attorney General has a booklet titled "Landlord and Tenant: Rights and Responsibilities" for landlords and tenants. The booklet can be downloaded and printed.
