  • Why do I have to pay for the previous owner’s bill?
  • The name on the account is someone else's. Why did it come to me?
  • I have never seen any bills for this. How can you certify when I have not been receiving the bills?
  • Why am I getting the bill for my tenant?

State statute (429.101) allows the city to certify unpaid bills to the property tax. The current property owner is responsible for any charges. This is unlike electric or gas, which are tied to the account holder. At the time of the home sale, your title company should have performed a search for delinquent bills and paid them at the time of closing.

If this delinquent amount is from a previous owner, check with your title company to see if they put any money in escrow. If you are a landlord (property owner), it is your responsibility to ensure the account is up to date before refunding a deposit to the tenant.

If the delinquency remains unpaid by November 15, the City will add interest and an administrative fee, which will be added to your property taxes.

Can I arrange a payment plan or set up a payment schedule?

No. Delinquent amounts must be paid in full by November 15 to avoid certification. If not, the remaining balance will be added to next year’s property taxes, along with interest (6.50% per annum from September 22, 2026, to December 31, 2027) and an administrative fee ($40.00 for 2026 delinquent bills).

If you are behind in your bills and cannot catch up, you may elect to have this applied to your property taxes. It would delay the payment due date by six months or more, but it would incur interest (6.50% per annum from September 22, 2026, to December 31, 2027) and a $40 administrative fee (for 2026). If you lose your house to foreclosure or sell your home, the bill must be paid at closing.

The title company conducted a search and found nothing.

If the City of Ramsey provided a certified search for the closing (a $30 fee), please provide us with written documentation. If the search was completed by anyone else, you will need to address this with your title company. If the title company will not stand behind it, check with your realtor.

What is the certified amount, and why is it different than the amount delinquent?

The certified amount consists of the actual delinquent amount, an administrative fee of $40 (for 2026), and interest calculated from the adoption date of September 22, 2026, to December 31, 2027, at an interest rate of 6.50%. If the actual delinquent amount is paid by the deadline of November 15, 2026, you will not incur the additional interest or administrative fee. However, if we have to certify the delinquent amount for property taxes, it will then become the certified amount, which includes both the administrative fee and the interest.

What is the public hearing, and do I have to attend?

You are not required to attend the hearing. Under the law, the City is required to hold a public hearing to certify the property tax amount and provide owners with an opportunity to share their views. It is advised that you first work with the staff to address your concerns. The Council will consider any concerns raised at the hearing and request that staff report back to them. The purpose of this hearing is to allow you the right to be heard.

How do I contest these charges?

There are specific legal steps you need to take to contest the charges. Please consult the letter and/or contact a legal advisor.

Will this be reported on my credit report?

No. The city does not report to any of the credit agencies. If the account remains unpaid, the delinquent amount will be certified to the property taxes each year, along with added interest and administrative fees.

I disagree with the assessed value of my home. What can I do?

The City contracts with Anoka County to provide all the assessment services for Ramsey residents. Contact the county and discuss the specifics with their assessors. See the County contact information below.

Payments are accepted directly at the municipal center. All credit card transactions are fee-free.

Drop Box

A drop box is conveniently located at the Ramsey Municipal Center. The Municipal Center is located at 7550 Sunwood Drive, and the drop box is located on the south side of the building in the main parking lot. Please include your invoice or account number with your check payment.

In-Person

Residents may bring their payment directly to the Ramsey Municipal Center. The Municipal Center is located at 7550 Sunwood Drive. This is the best option if you are paying in cash.

U.S. Mail
