Services Included in a Utility Bill

The City of Ramsey bills residents and businesses quarterly (on January 25, April 25, July 25, and October 25) for city services. Payment is due on the 20th of the following month.

Why does the City charge for these services? Why doesn’t this get paid for by property taxes?

Every resident in the City of Ramsey is charged three quarterly fees: recycling, storm drain, and priority street lighting. Some residents also have water and sewer services, as well as additional streetlight fees for residential lighting. When the fees were implemented, the City Council decided that every resident should pay an equal share because the benefit per resident is equal. Property tax is a tiered tax, and residents with a higher-valued home pay more tax. Charging this as a fee equalizes contributions and ensures everyone pays, including nonprofit buildings that are typically tax-exempt.

Can I cancel my recycling while I am away?  

The city contracts with ACE Solid Waste to provide recycling for all residents. All residents are billed for this service on their quarterly bill, regardless of whether they are away for vacation or the winter.

How do I get a recycling cart?

Who pays for City water and sewer?

Only those who use the City’s sanitary sewer and water are billed for them.
