City Council Highlights – September 8, 2026

All Councilmembers were in attendance. 

The meeting began with two presentations. The first was a proclamation read by Mayor Heineman designating September 17-23, 2026, as Constitution Week.

The second was a presentation by Anoka County Sheriff Brad Wise. He provided an overview of the collaborative Anoka County Drone-Assisted Response and Automated License Plate Reader pilot program, including the pilot’s purpose, how public safety agencies will use the technology, and the anticipated benefits to public safety. The City Council unanimously passed 15 items on the Consent Agenda.

Council Business included two cases.

The first case was to Adopt Resolution #26-188 — “Rum River Retreat” Preliminary Plat and Variance Request for 17400 and 17650 Erkium Street NW (Project No. 26-106); Case of Sundance Woods, LLC. The property is approximately 61 acres. The applicant proposes subdividing the property into fifteen (15) single-family residential lots. The application also requests a variance from the required lot depth for two (2) of the proposed lots. The Planning Commission recommended approval of the preliminary plat and variance. Council tabled the case to receive additional information regarding a retaining wall. 

The final case was to Adopt Resolution #26-186 — Approving a Conditional Use Permit for a Restaurant with a Drive-Thru at 14340 Ramsey Boulevard NW (Scooter’s Coffee). The applicant proposes constructing and operating a coffee shop with a drive-thru along the west side of Ramsey Boulevard, south of the Casey’s store. Customers will have two service options: the drive-thru window on the south end of the building or the walk-up service window on the north side of the building. Only employees will have access to the interior of the building. A small patio is proposed north of the walk-up service window and will provide limited customer seating. Council unanimously approved the resolution.
