Cannabis Ordinance in Effect
In 2023, the Minnesota legislature passed a law that legalized low-potency hemp edibles and adult–use cannabis and established a regulatory framework for the cannabis industry. This includes regulations, licensing and registration (MN Statute 342.22). State statute requires all cannabis businesses (including low potency hemp edibles) to register with the state and the city in which the business resides in. Failure to register with the City of Ramsey will result in a civil penalty of up to $2,000.
A city ordinance, #24-12 Regulating Cannabis Businesses, took effect on January 1, 2025. Permitted hours of sales for low-potency hemp edibles and adult-use cannabis are as follows:
Monday-Saturday between 8:00 a.m. and 10:00 p.m.
Sunday between 11:00 a.m. and 6:00 p.m.
Lower-Potency Hemp Edibles
Ramsey businesses selling Lower-Potency Hemp Edibles (hemp-derived cannabinoid products containing THC, CBD or both) are required to submit a retailer registration and $125 fee to the city. Businesses with multiple locations must register each one separately. Registrations are required annually.
Registrations are due by January 1 of each year.
Adult-Use Cannabis
An applicant for adult-use cannabis must first contact the Office of Cannabis Management to start the application process. There is a limit of 2 businesses allowed in the city (one for every 12,500 residents within city limits).
