Temporary On-Sale Intoxicating License

Temporary on-sale intoxicating licenses are available for non-profits hosting community events or breweries participating in social events sponsored by the brewer. To apply, complete the Minnesota Alcohol & Gambling (MN AGE) Temporary On-Sale Intoxicating form and return it to the City of Ramsey at least 30 business days before the event, along with a copy of a certificate of liability insurance (with "City of Ramsey" listed as certificate holder). Once the City Council approves, it will be submitted to the State on behalf of the applicant. 

NOTE: Per state statute, the temporary on-sale intoxicating license is limited to 12 days per year within a 12-month period. Each event must be at least 30 days apart from the next. Refer to MN Statute 340A.404 Subd. 10 for requirements. 

New Liquor Licenses

Applicants must complete the City of Ramsey Liquor License Application. A $500 non-refundable investigation fee and license fee must accompany the submitted application. New businesses should always verify zoning regulations with the Planning Division before starting.

All license applications must be approved by the City Council, which meets on the 2nd & 4th Tuesdays of the month. New liquor license applications require a public hearing and notice, which must be posted 10 days prior to the City Council meeting. Application submission is recommended at least 60 days prior to needing a license.

Caterer’s Permit

Licensed restaurants with an On-Sale intoxicating liquor license may serve alcohol off-premises with an Alcohol Caterer’s Permit obtained from the MN Department of Public Safety (DPS).

Consumption & Display Permits

Minnesota Statute 340A.401 requires a license for any person disposing of alcoholic beverages as part of a commercial transaction. The permit does not allow the business to provide alcohol. The licensing application is submitted directly to MN AGE and is available on the MN Department of Public Safety website.
