A proposal for geotechnical services and topographic surveys was awarded to Bolton & Menk, Inc. for the Riverside West development. A letter was mailed to the residents who will be affected by this work.
On July 14, 2026, the Ramsey City Council awarded the construction contract for this street reconstruction project to North Valley, Inc. of Nowthen, Minnesota, for the total amount of $327,246.47. These improvements will be funded using a combination of Pavement Management Funds and Storm Water Utility Funds. Property owners will not be assessed for any portion of this project. Staff is working with the contractor to schedule a pre-construction meeting in the coming weeks. The project will be substantially complete by October 2, 2026.
During the pre-construction meeting, the contractor will provide the city with information, including the contractor's and its subcontractors' contact information, a detailed project schedule, proposed work hours and construction methods, plans for traffic control, and other construction-related information. This information will be shared with you in another project update letter immediately following the pre-construction meeting. The city will also add this information to the project webpage. The webpage will remain your best source for up-to-date information throughout construction.
During construction, access to driveways and streets may be partially restricted during normal working hours. During these times, walk-on access to all properties will be maintained by the end of each workday. If you have special access needs during construction, please contact us as soon as possible so we can work to accommodate your needs.
Private lawn irrigation systems may be impacted by this work. If you have a below-ground irrigation system, please be prepared to mark your sprinkler heads with flags or stakes to help the contractor prevent or minimize damage to your system during construction. Free flags are available at the Engineering Department, located on the second floor of the Ramsey Municipal Center.
To accommodate construction, overhanging tree branches within the right-of-way may need to be trimmed in advance.

On Tuesday, July 7, City staff publicly opened bids for this project and received 4 bids. North Valley, Inc. of Nowthen, MN, was the lowest responsible bidder. Staff will present a case to the City Council on Tuesday, July 14, to award a construction contract.
On May 26, 2026, the City Council approved the final plans and specifications and authorized city staff to advertise for bids. Read the third project update letter.
City staff have completed the final plans and specifications. Staff is presenting a case to the Public Works Committee on May 19 to obtain a recommendation for the City Council to approve the final plans and authorize bidding at the May 26 City Council meeting.
A public open house will be held at Ramsey Municipal Center on April 22 at 6:00 p.m. Read the second project update letter.
