Peddlers and Solicitors

Peddlers and Solicitors (including ice cream trucks) who travel door-to-door to conduct sales are required to be licensed by the City. 

They must wear their city-issued badge and carry their license certificate when conducting business. Background checks are completed on each applicant. Per City ordinance, solicitation is allowed from 9:00 a.m. to 9:00 p.m. Solicitation is not allowed until approved by the City Council and ID badges have been issued. Violations may result in a misdemeanor and/or fine of up to $250.

Non-Profit Peddler/Solicitor

Peddlers, solicitors, or transient merchants selling or fundraising on behalf of a bona fide charitable, religious, civic, educational or political organization should complete a Non-Profit Soliciting Registration.

What You Will Need to Apply

  • License + background check fee $385
  • Completed and signed the Request for Background Check Information form
  • Color copy of Driver’s license or government-issued ID
  • Certificate of workers’ compensation insurance
  • Recent color photo for ID badge
  • Food peddlers going door-to-door only: Anoka County Food/Beverage license or Minnesota Department of Agriculture license required

All license applications must be approved by the City Council, which meets on the 2nd & 4th Tuesdays of the month. The application deadline is one week before the City Council meeting.

Solicitor Guidelines for Residents

  • Per MN Statute 325G, solicitors must provide their name, business name, what they’re selling, and their intent to sell. They must provide identification prior to any sales pitch.
  • Residents may call either the non-emergency police dispatch line at 763-427-1212 or 911 to report anyone going door-to-door without a license, or use this crime tip form.
  • Per Ramsey City Ordinance 26-550, residents who wish to exclude peddlers or solicitors from their premises may post a 3.5" (49+ point font) sign near their entrance, "Peddlers & Solicitors Prohibited". 
  • Residents should call 911 for solicitors who trespass after being asked to leave or become aggressive.
  • Right to cancel: For sales of $25+ involving goods, services, or home improvements, MN residents have 3 business days to cancel in writing (with a full refund). Contracts must include this notice.
  • File complaints about the business with the MN Attorney General's Office or the Better Business Bureau.
