Section 01 Unplatted Reconstruction IP 26-07

April 24, 2025

A proposal for geotechnical services and topographic surveys was awarded to Bolton & Menk, Inc. for the Section 01 Unplatted (S. CR 27) development. A letter was mailed to the residents who will be affected by this work. 

March 3, 2026

On Tuesday, February 24, the Ramsey City Council awarded a construction contract to North Valley, Inc. for the above project. Read the fourth project update letter. 

January 14, 2026

Tuesday, January 13, the City Council approved the plans and authorized bidding for the project. Read the third project update letter, which includes a tentative schedule.

November 12, 2025

The public open house is scheduled for Thursday, November 13, at 6:30 p.m. This will be held at City Hall in the Alexander Ramsey Room.

November 5, 2025

City Hall will host a public open house for those affected by the upcoming project. Read the second project update letter.

September 4, 2026

This project is now considered substantially complete. The contractor is still responsible for ensuring the boulevard grass is established. City staff has been working with the contractor to compile a punch list of small items that still need to be completed. This work is anticipated to occur over the next several weeks.

August 5, 2026

The contractor is currently scheduled to place the final lift of new pavement beginning Tuesday, August 11, weather-dependent. Paving is anticipated to take one day to complete but may take longer. Please park all vehicles in your driveway and give the trucks, paver, and rollers plenty of space to complete their work. Although you can drive on the pavement after the rolling process is complete, please avoid sharp turns on the fresh pavement.
After paving, the contractor will begin restoration activities, including irrigation repairs, backfilling the disturbed boulevard areas with topsoil, hydroseeding using a residential turf seed mix, repairing damaged landscaping, and resetting mailboxes. Restoration is anticipated to take 2 to 3 weeks to complete once it begins.

July 31, 2026

Currently, the contractor proposes placing topsoil and the final lift of new pavement during the week of August 10.

July 20, 2026

During the week of July 20-24, the contractor will be placing topsoil adjacent to streets. This will require removing some erosion control measures, but the silt fence will largely remain in place.

July 8, 2026

The first lift of new pavement is scheduled for Friday, July 10, weather permitting. Please be aware that you may be delayed for several minutes while the contractor is paving past driveways or adjacent streets. Once the roller has finished, you may drive on the new pavement, but please do not go between the roller and paver. The time from paving to rolling is typically 15 to 20 minutes.

Please park all vehicles in your driveway or outside of the project limits.

June 26, 2026

The contractor is scheduled to place concrete curb and gutter in select areas on Tuesday, June 30. Replacement of concrete driveways is scheduled to follow on Wednesday and potentially Thursday, July 1 and 2. This work is weather-dependent. Directly impacted residents will receive a handout with more information, including a request to remove vehicles from their driveways by 7:00 a.m. on Tuesday, June 30. Read the sixth project update letter. If you didn’t receive a letter but want to confirm whether you’ll be impacted, please contact city staff.

June 18, 2026

To date, the contractor has completed erosion control, topsoil removal, and pavement reclamation. During the week of June 22, the contractor will begin moving the reclamation material and work on scarifying and tolerancing the subbase. Additionally, construction of the storm sewer is anticipated to begin on Wednesday, June 24. This work could cause delays of several minutes during construction and may limit access to some streets. Emergency vehicle access will be maintained at all times.

May 28, 2026

The contractor has informed City staff that they intend to begin work the week of June 15 or June 22, depending on the progress of other City of Ramsey projects and the weather. Read the fifth project update letter.
