April 24, 2025

A proposal for geotechnical services and topographic surveys was awarded to Bolton & Menk, Inc. for the Flintwood Hills development. A letter was mailed to the residents who will be affected by this work. 

March 26, 2026

Tuesday, March 10, the Ramsey City Council awarded a contract for this project to North Valley, Inc. Read the fourth project update letter. 

January 28, 2026

Tuesday January 27, the Ramsey City Council approved the final plans and authorized advertisement for bidding. Read the third project update letter. 

November 12, 2025

Please note that the public open house is scheduled for Wednesday, November 12, at 6:30 p.m. This will be held at City Hall in the Lake Itasca Room.

November 5, 2025

A public open house will be held at City Hall for those affected by the upcoming project. Read the second project update letter.

July 31, 2026

The project is considered substantially complete. The contractor will continue to water the seeded areas until new seedlings begin to grow. The seeded areas were treated with an herbicide to control weeds. This will continue to be monitored.

July 17, 2026

The final lift of pavement is scheduled for Tuesday, July 21. Delays are expected to last up to 30 minutes. 

July 8, 2026

Due to weather and scheduling conflicts, the contractor has pushed back installation of the concrete valley gutters until Tuesday, July 14, weather dependent.

The contractor is proposing to begin hydro-seeding the disturbed boulevard areas on Tuesday, July 14. The contractor is responsible for maintaining the boulevards for 30 days after achieving 70 percent establishment, after which time the property owners will be responsible. Please be aware that it may take a full growing season for the turf to fill in completely.

July 7, 2026

On Wednesday, July 8, the contractor is proposing to place the concrete valley gutters at the intersections of 142^nd Lane & Barium Street and 142^nd Lane & Argon Street. These intersections will be closed for approximately 7 days after the concrete is placed. This work is currently scheduled for late morning, but it is weather-dependent. 

The contractor is scheduled to start resetting mailboxes on Monday, July 13. If you’ve moved your mailbox into your garage or rear yard, please bring it back near the street by Monday morning so the contractor can access it. The temporary mailboxes will remain in service until after the final pavement lift is placed.

June 26, 2026

During the week of June 29, the contractor proposes installing topsoil in the disturbed boulevard areas. Irrigation repairs are also complete. In addition, the contractor will finish raising iron castings in the streets. Additionally, the contractor will be replacing bituminous driveways.

The remaining concrete work, including finishing the valley gutters, will occur after the July 4th holiday. Roads will be closed at the intersections of 142nd Lane & Barium and 142nd Lane & Argon for approximately 5 days after the valley gutters are poured.

During construction hours, 7:00 a.m. to 7:00 p.m., please avoid parking on the streets, as the contractor will have three separate crews and will need access to the front of all properties to place topsoil.

June 22, 2026

The first lift of new pavement is scheduled to begin on Wednesday, June 24 and may take multiple days to complete. Please be aware that you may be delayed for several minutes while the contractor is paving past driveways or adjacent streets. Once the roller has finished, you may drive on the new pavement, but please do not go between the roller and paver. The time from paving to rolling is typically 15 to 20 minutes.

Please park all vehicles in your driveway or outside of the project limits.

June 16, 2026

The contractor has placed the concrete curb and gutter. On Monday, June 15, the contractor began ramping the curb and gutter at the driveways with gravel. Once your driveway has been ramped, please begin using your driveway for parking vehicles. The contractor will continue ramping driveways on Wednesday, June 17 and Thursday, June 18, weather dependent.

After the driveways have been ramped, the contractor proposes to begin tolerancing the gravel base to prepare for the first lift of new pavement. Tolerancing gravel is proposed to begin Friday or next Monday, June 22, and could take several days to complete. Vehicles will need to be parked in driveways for tolerancing to occur.

June 5, 2026

On Monday, June 8, the contractor will begin installation of the concrete curb and gutter. Read the update letter. Read the seventh project update letter outlining where to park and where not to park on certain days. The schedule is subject to change due to weather.  

June 1, 2026

Beginning June 2, the contractor will perform subgrade preparation. This will partially restrict access throughout the neighborhood. Read the sixth project update letter. 

May 28, 2026

To date, the contractor has completed reclamation of the existing pavement and aggregate base and has removed topsoil behind the curbs. The contractor is responsible for repairs to damaged irrigation systems as part of the project. The contractor is currently working on removing the concrete curb and gutter and driveway ends, which is anticipated to be completed by Friday, May 29.

The next step in the project will be to haul out excess material, which is anticipated to begin during the week of June 1.

May 15, 2026

During the week of May 18, the contractor is proposing to till the impacted boulevard areas. They have stated that they plan to till the material and push it up far enough to perform the concrete curb-and-gutter work. This will impact any irrigation lines and heads within the construction limits. Please mark any irrigation components, including heads, with flags to help the contractor minimize or avoid damage. Free flags are available for pickup at the engineering window on the second floor of the Ramsey Municipal Center.

Weather pending, reclamation (grinding up) of the existing pavement and aggregate base is proposed for May 26.

May 12, 2026

The contractor is currently proposing to begin lowering the iron castings in the pavement on Thursday, May 14 and Friday, May 15. The roads will remain open to traffic during this work. However, there may be localized delays of several minutes as the workers complete this work. Additionally, the contractor hopes to begin saw-cutting driveways at this same time. Driveway removals will occur at a later date. 

Next Monday, May 18, the contractor proposes to begin tilling the impacted boulevard areas. This tilling is done to reuse the on-site topsoil. This work will impact any irrigation lines and heads within the construction limits. Please mark any irrigation components, including heads, with flags to help the contractor minimize or avoid damage. Free flags are available for pickup at the engineering window on the second floor of the Ramsey Municipal Center.

May 1, 2026

The contractor will be installing the temporary mailbox clusters on Friday, May 8. The temporary mailboxes are proposed for placement on southbound Dysprosium Street between Nowthen Boulevard and 143rd Avenue. Impacted residents should also be receiving notice in the mail. Weather permitting, the contractor proposes to perform the storm sewer replacements on 142nd Avenue next to Flintwood Park on Friday, May 8. 142nd Avenue will be temporarily closed during the work, which is anticipated to take most of the workday.

April 29, 2026
